SOTER is a global 1:1000000 digital soil and land database scheme jointly promoted by the Food and Agriculture Organization of the United Nations (FAO) and the International Soil Science Society (ISSS) since the 1990s. The project's objective is to, for regions with existing soil and related geoscientific maps and datasets, establish a digital regional spatial framework centered on landform and parent rock, incorporating its topographic and soil attributes, as well as a soil/land database with land attribute information. The core function of this database is to provide essential data for improving the mapping and monitoring of global soil and topographic resource changes. This dataset contains 1:1000000 scale topographic data from the SOTER terrain library for 32 provinces and municipalities across the country, which can provide accurate, useful and timely information to a wide range of scientists, planners, decision-makers and policymakers.
