YOUTH AS A CATALYST FOR STRUCTURAL SOCIAL EVOLUTION: STRATEGIC AND SOCIO-INNOVATIONAL PARADIGMS IN THE MODERN HUMAN CAPITAL ARCHITECTURE

This study evaluates the strategic micro- and macroeconomic significance of the youth demographic within the global human capital architecture, focusing on the context of the institutional reforms in the Republic of Uzbekistan. Utilizing an endogenized structural analysis framework, it investigates the transition from passive state social support to proactive socio-innovational mobilization. The empirical methodology deploys a dual-cluster comparative framework spanning 200 territorial zones (mahallas), isolating the specific performance indexes of digitalized project-based interventions vs. traditional administrative measures. A parametric Z-test for two independent proportions mathematically verifies that systemic ecosystem design yields a highly significant optimization delta in youth-led startup generation (+33.4%) and local crisis resolution (+44.9%), absolute at the alpha = 0.05 significance threshold. The paper concludes with actionable policy frameworks targeting digital volunteering vectors and academic-institutional clustering to operationalize demographic dividends.
