以城市运行管理“一网统管”为目标，以城市运行、管理、服务为主要内容，以网格化管理为基础，整合现有资源，在此基础上分期规划、逐步完善城市运行管理服务平台建设，纵向联通国家平台、省级平台以及县(市、区)平台，汇聚全市城市运行管理服务数据资源，对全市管理服务工作进行统筹协调、指挥调度、监督考核、监测预警、分析研判和综合评价。Aiming at realizing "one-network unified urban operation and management", this dataset takes urban operation, management and service as its core contents, is built on grid-based management, integrates existing resources, conducts phased planning and progressively improves the construction of the urban operation management and service platform. It vertically connects national, provincial, and county (city, district) level platforms, aggregates data resources related to urban operation management and service across the entire municipality, and carries out overall coordination, command and dispatch, supervision and assessment, monitoring and early warning, analysis and judgment, as well as comprehensive evaluation for the city's management and service work.
