The survey was done to assess the malaria epidemic. It included discussions with Brazilian public health leaders about how to handle it and estimates of cost. Soper advises Sawyer that he'll be sending a request to the Rockefeller Foundation for $100,000 to set up a National Malaria Service modeled on the Yellow Fever Service.
