The Transportation Impact Fee program (TIF) developed six districts based on factors including transportation barriers (such as I-5), land use changes/zoning, and natural barriers such as topography and waterways. The TIF rate study considers the expected travel patterns of development within each district and how trips are distributed throughout the city.
