Local Climate Resilience Planning Dataset: Document Typology, Definitions, and Institutional Characteristics in 25 California Coastal Cities

This dataset contains a systematically coded inventory of local climate and hazard-related planning documents from 25 small coastal municipalities in California. The unit of analysis is the individual planning document, including Climate Action Plans, Climate Adaptation Plans, Sea-Level Rise Vulnerability Assessments, Hazard Mitigation Plans, Safety Elements of General Plans, Emergency Operations Plans, and Community Resilience Plans. Each document is coded across multiple dimensions, including the presence and type of resilience definitions, legal force, implementation mechanisms, community engagement, and degree of integration with other planning instruments. The dataset enables comparative analysis of how resilience is specified, operationalized, and institutionally embedded across local planning systems.
