Street-Level Sendai Framework Implementation in Greek Civil Protection: GSCP_FS Survey Dataset

Dataset title: Street-Level Sendai Framework Implementation in Greek Civil Protection: GSCP_FS Survey Dataset The dataset includes the anonymized responses of officials from the General Secretariat for Civil Protection (GSCP) and the Fire Brigade (FS) to a census survey on the implementation of the Sendai Framework for Disaster Risk Reduction 2015 - 2030 in Greece, at street-level. The data support the article's empirical analysis of the asymmetric institutional adaptation in Greek civil protection and were used to construct the Street-Level Sendai Implementation Index (SLSII), as well as for all descriptive statistics, factor analyses, correlations and regressions presented in the publication. The research population concerns executives of the Ministry of Public Security and the Ministry of Civil Protection who are involved in risk management and civil protection issues. The research design was based on a census approach (single-ministry census) of all eligible employees, with a data collection period of 27/10/2025 - 06/11/2025. The final sample amounts to N = 130 valid responses, after checking for completeness and consistency. Participation was voluntary, the responses were anonymous and no directly personally identifiable information was collected, in accordance with the usual ethical standards for research in public organizations. The file EWP_SURVEY_DATA_GSCP_FS.xlsx includes a data sheet, in which each row corresponds to a respondent and each column to a variable or question of the questionnaire. The main variable sections are: P1_ Risk Understanding (understanding of risk, integration of risk knowledge into daily work, operational use of risk information), P2_Governance and Coordination (clarity of roles and responsibilities, cross-sectoral coordination mechanisms, accountability, resources), P3_Investment for Resilience / Organizational Learning (training, feedback mechanisms, organizational memory and learning) and P4_Preparedness and Participation (preparedness practices, risk communication, partnerships with other agencies and communities), which attempt to capture the four strategic priorities of the Sendai Framework at the street-level. In addition, structural variables such as place of employment and professional role are included, which are used as descriptive controls. All attitudinal items are on a five-point Likert scale (1 = strongly disagree, 5 = strongly agree). Data processing included initial cleaning in Excel and then exploratory factor analysis (EFA) to verify the four-dimensional structure (P1 - P4) and identify items with low or cross-loadings, which were removed from the final composition of the indices. Based on the results of the EFA, composite indices were constructed as means of standardized scores, which are used in the analysis of the article; the composite indices are not included as ready-made columns in this file and can be reconstructed by users, following the methodology described in the publication. The dataset has been fully anonymized. No names, e-mails or other direct identifiers are included, while indirect identifiers have been limited, especially to small subgroups, to reduce the risk of re-identification. Users are advised not to attempt to identify individuals or specific organizational units and to comply with the applicable data protection framework. The dataset was collected in collaboration with the General Secretariat of Civil Protection and the Fire Department, as part of research on disaster risk governance and the implementation of the Sendai Framework in Greece.
