A geographic area specifically defined by a given approved Intergovernmental Agreement, usually intended to define areas where policies supporting urban development apply. (Intergovernmental Agreements may define multiple policy areas.) An IGA may or may not correspond to a municipality's own comprehensive planning areas.由某一经批准的政府间协定（Intergovernmental Agreement，IGA）专门划定的地理区域，此类区域通常旨在界定城市发展支持政策的适用范围。（政府间协定可同时划定多个政策领域的适用范围。）此类政府间协定未必与城市自身的综合规划区域相一致。
