Zenodo Description (FINAL • CANONICAL • AUTHORITATIVE) Sovereign Meta-Defence Framework (SMDF-∞) Version 2.0 — The Final Authoritative EditionA Pre-Operational, Lawful, and Future-Proof Governance Doctrine for Sovereign State Continuity Abstract / Description The Sovereign Meta-Defence Framework (SMDF-∞) is a constitution-first, pre-operational governance doctrine designed to preserve sovereign state continuity, lawful authority, and legitimacy under conditions of extreme uncertainty, rapid technological acceleration, and systemic institutional failure. Unlike conventional defence doctrines—which are threat-dependent, capability-centric, or operationally focused—SMDF-∞ defines a new doctrinal category: meta-defence. Meta-defence governs the conditions under which defence itself remains lawful, restrained, and constitutionally valid, even when military systems, artificial intelligence, emergency powers, or political institutions are under exceptional stress. This Final Authoritative Edition (Version 2.0) presents the complete and canonically locked formulation of SMDF-∞. It integrates constitutional law, governance theory, escalation control, artificial intelligence and automation constraints, civil–military relations, and long-horizon civilizational continuity into a single, internally coherent framework. SMDF-∞ is explicitly non-tactical, non-operational, and non-weaponised. It does not prescribe force employment, military manoeuvre, or technological implementation. Instead, it establishes binding structural limits—including human-in-command doctrine, automation ceilings, authority dead-stops, and non-negotiable prohibitions—designed to prevent irreversible loss of sovereignty through miscalculation, automation-driven escalation, or emergency overreach. Key Contributions Establishes Meta-Defence as a distinct doctrinal category above traditional defence planning Introduces a Layer 0–4 Sovereign Reference Architecture, anchored in constitutional identity and civilizational continuity Formalises human-in-command governance and absolute limits on AI-driven decision authority Provides quantitative continuity metrics (SCI, LPM, ACI) for governance-level validation Demonstrates compatibility with diverse constitutional systems, including Global South and non-aligned states Aligns fully with international law and the UN Charter, without alliance or ideological dependency Includes reviewer-grade traceability, validation indices, and canonical safeguards Scope and Classification Document Type: Governance Doctrine / Meta-Defence Architecture Status: Pre-Operational, Non-Tactical, Non-Classified Intended Audience:Constitutional authorities, policymakers, strategic scholars, defence governance bodies, international institutions Not a:Military field doctrine, warfighting manual, AI combat system, or operational playbook Edition and Canonical Status This publication constitutes the Final Ultimate Edition of the Sovereign Meta-Defence Framework (SMDF-∞). All core doctrine, appendices (A–O), visual architectures, validation metrics, reviewer guidance, and index mappings are complete and canonically locked. Any future work—if undertaken—will appear only as explicitly versioned companion releases and will not alter the doctrinal core of Version 2.0.
