Urban Living Lab Legal Enablement (ULE) Scoring Dataset: Netherlands and Turkiye

Version 3 restores the scoring data and adds a document inventory. Version 2 of this record, published on 1 July 2026, added the ULE codebook as a PDF and in doing so removed the two scoring files that version 1 had carried. Because the concept DOI resolves to the most recent version, the dataset was for a period citable but not retrievable. Version 3 restores ULE_Scoring_Dataset_v1.csv and ULE_Scoring_Dataset_v1.xlsx unchanged from version 1. No score, score symbol or evidence summary has been altered. The codebook PDF has not been carried forward. The codebook is published separately as its own record and is cited here by DOI, under the principle that a single authoritative version of the protocol exists and is not duplicated inside case records. A document inventory has been added. The scoring record names the instrument relied upon for each condition in its primary_source field, but did so in varying forms and without locators. document_inventory_nl_tr.csv lists the eighteen distinct instruments behind the ten scored cells, each with a full citation, an open locator where one exists, and the form in which it is cited in the scoring record. Three instruments were recorded under imprecise names and the inventory records both the name used and the correct one. This dataset contains the institutional scoring data generated by applying the Urban Living Lab Legal Enablement (ULE) framework to two comparative governance cases: the Netherlands and Turkiye. The ULE framework diagnoses five sequential enabling conditions (E1 Statutory Enactment, E2 Governance Empowerment, E3 Financial Endowment, E4 Evidentiary Mandate, E5 Epistemic Translation Protocol) required for ecology-oriented urban living lab (EcoULL) governance to achieve durable institutionalisation within statutory planning systems. Each condition is scored on a three-point ordinal scale (● present = 2, ◐ partial = 1, ○ absent = 0); maximum score: 10. Netherlands scores 6/10 (institutionalisation failure); Turkiye scores 2/10 (formation failure). The dataset includes 10 scored observations (5 conditions × 2 countries), full evidence summaries, and primary source citations for each score. The coding protocol (decision rules for each score level) is included as a separate sheet. All scores are traceable to publicly accessible statutory documents, planning instruments, or project evaluation reports.
