Phnom Penh, the rapidly urbanizing capital of Cambodia, has witnessedextensive housing development over former wetland areas, particularly through thegrowth of Borey (gated community) projects. While these developments address risinghousing demands, they also contribute to increasing environmental challenges,especially frequent urban flooding and the degradation of natural water managementsystems. This study investigates the relationship between urban housing developmentand wetland transformation in Phnom Penh, with a focus on Chbar Ampov District. Itaims to assess how architectural planning, water management strategies, and urbanregulations influence housing projects built on both wetland and non-wetland areas.Using a combination of spatial analysis, case study comparison, and policy review, theresearch highlights the gaps between planning frameworks and actual practice.Findings reveal that many housing developments lack adequate flood preventioninfrastructure and are often approved despite weak enforcement of environmental andplanning regulations. The study concludes with recommendations for more integratedurban design approaches, including nature-based water management, wetlandconservation, and stronger regulatory enforcement to promote climate-resilient urbangrowth in Phnom Penh.
