Development Cost Charges (DCC's) are fees set by the City to recover the financial costs of development. DCC's are paid by developers and builders back to the City of Abbotsford at the Building Permit or Subdivision stage. DCC's recovered from developers are used to pay for large, off-site infrastructure projects such as water supply and treatment, sewage collection and treatment, drainage facilities, major road upgrades and new Park acquisitions and improvements.开发成本费（Development Cost Charges，简称DCCs）是阿伯茨福德市（City of Abbotsford）为弥补开发活动产生的财务成本而制定的收费项目。开发商与建筑商需在建筑许可或地块细分审批阶段，向该市缴纳DCCs。收缴自开发商的DCCs将用于支付大型场外基础设施项目的开支，具体包括供水与水处理、污水收集与处理、排水设施、主干道升级以及新公园的购置与改造工程。
