Vintage panel and record-level change log for CMS public provider quality reporting, 2019–2026

Supporting material for the article "Vintage dependence in national health-care quality reporting: a longitudinal audit of CMS releases with an NHS England comparator". This archive reconstructs the release history of the US Centers for Medicare and Medicaid Services Provider Data Catalog. For four provider programmes and 117 consecutive public releases spanning January 2019 to August 2026, every value published for a fixed facility, measure and measurement period is compared across releases. Because the measurement period is part of the record key, a difference between releases is a retroactive restatement of already-published information rather than new measurement. The archive contains 18,552,091 republication events, of which 36,722 numeric values were rewritten, together with the derived record-level change log that the source system does not publish. It also contains the full analysis pipeline, the frozen pre-analysis protocol, a deviation log, and URL, byte size and SHA-256 checksums for all 192 source files, so every input can be re-obtained and verified independently. Raw source archives (1.1 GB) are deliberately excluded and are re-obtainable from the recorded URLs, with checksums for verification. Contents: code/ (analysis pipeline), derived/ (vintage panel including the record-level change log), provenance/ (checksummed source inventory), results/ (all result tables and figures), protocol/ (pre-analysis protocol, deviations, data dictionary, verified reference list, environment snapshot).
