The Agreement Archive - Evaluation of the NAV (the Norwegian Labour and Welfare Administration) reform

The agreement archive's dataset provides a quantified overview of the content in agreements entered into between the Norwegian Labour and Welfare Administration (represented at the county level) and individual municipalities. The agreements are registered at the municipal or district level. Bergen, Stavanger, Trondheim, and Oslo all have NAV offices at the district level. The dataset includes variables that provide insight into the scope of services, service integration, administrative solutions, collaboration relationships, and leadership models at the local NAV offices, based on classifications of the local partnership agreements.

On May 31, 2005, the Norwegian Parliament (Stortinget) approved the proposal that led to the NAV reform. The reform merged the former National Insurance Service (Trygdeetaten) and the Employment Service (Aetat) into a new state agency, the Norwegian Labour and Welfare Administration (Arbeids- og velferdsetaten). The goal of the evaluation of the NAV reform is to determine whether the reform achieves its established objectives, which are: 1) work orientation, more people in employment and activity, and fewer on benefits, 2) user orientation, making it easier for users and providing better services tailored to their needs, and 3) efficiency, creating a holistic and efficient labour and welfare administration.
