Flood Control districts are a type of special district which provide flood control, flood monitoring, and levy maintenance services for the residents within their jurisdictional boundary. Flood Control Districts 5, 6, 7, and 8. Districts were established as revenue source for administration, maintenance, and improvements to district drainage related facilities. Zone 7A is Zone 7 Less the city of Watsonville. FLUDZN5 = Flood Control District 5 (Live Oak, Soquel area) FLUDZN6 = Flood Control District 6 (Aptos area) FLUDZN7 = Flood Control District 7 (Pajaro Valley area) FLUDZN8 = Flood Control District 8 (San Lorenzo Valley area) Special districts are geographically-defined forms of local government for allocating revenue (taxes) to provide a specific service. Special districts are formed by local residents with approval from LAFCO. Special districts can be independent (with their own governing boards and/or employees) or dependent (utilizing the County's resources and Board of Supervisors). County Service Areas (CSAs) are a type of dependent special district. Special district boundaries are managed by Santa Cruz Local Agency Formation Commission (LAFCO)
