国家和地方政府对祁连山生态问题的政策导向分析数据集（1979-2021）

数据包含了1979年之后的生态政策文件，涉及国家层面、地方政府层面关于生态治理、生态管护的法律法规、条款方案等。数据梳理了国家在生态环境治理方面的演变过程，以及建立在不同发展时期的环境策略。课题组于2018-2021年每年在政府官网、地方年鉴等收集生态政策的各类文件．为确保资料的相对完整性和针对性，本研究按照以下原则对政策文本进行整理和遴选： ① 政策主要来源是政府官网及其下属部门； ② 符合生态政策的文件；③ 选取法律法规、规划、意见、办法、细则、条例、公告、通知、决议等体现生态环境政策的文件。 对所研究的政策文件进行类目构建，即确定分析政策文本的角度，并对主、次类目进行定义，以便主编码员和副编码员能统一认知； ② 依据主类目拟定编码表后对政策进行逐一编码，即在认真阅读政策内容后，若其内容符合类目构建表需要的分析维度，将其代码填入编码表； ③进行政策分析． 本研究数据是基于官网和实地政策调研，对政策文本中涉及类目的内容能够进行有效的判别，因此本研究的内容分析具有良好的效度水平．
政策的革新和演变在一定程度上改变着人类活动对环境的影响，生态政策对环境脆弱地区的指导和影响更为明显，若能全面掌握生态政策动态变化的过程，了解生态政策的演变规律，方能制定有益于改善环境的生态政策．因此，本研究从生态政策演进的视角出发，利用内容分析法对1979年以来颁布的有关祁连山生态政策的演进规律进行研究，以期为祁连山生态政策的制定提供科学依据．

The dataset contains ecological policy documents issued after 1979, covering laws, regulations, clause-based schemes and other relevant documents related to ecological governance and ecological conservation at the national and local government levels. This dataset documents the evolutionary trajectory of national ecological environmental governance and the environmental strategies formulated in different development stages. The research team collected various ecological policy documents annually from 2018 to 2021 from government official websites, local yearbooks and other official sources.

To ensure the relative completeness and targeting of the collected materials, this study organized and screened the policy texts in accordance with the following principles:
(1) The primary sources of the policies are government official websites and their subordinate departments;
(2) Documents that fall within the scope of ecological policies;
(3) Select documents that reflect ecological environmental policies, including laws and regulations, plans, opinions, measures, detailed rules, regulations, announcements, notifications, resolutions, and other similar official documents.

(1) Conduct category construction for the researched policy documents: determine the analytical perspective for policy text analysis, and define primary and secondary categories to ensure a unified understanding between the primary coder and secondary coder;
(2) Formulate a coding sheet based on the primary categories, then code each policy one by one: after carefully reading the policy content, if the content matches the analytical dimensions required by the category construction table, fill its code into the coding sheet;
(3) Carry out policy analysis.

This study’s data is derived from official website sources and on-site policy research, and can effectively identify the content involving categories in the policy texts, thus the content analysis of this study has good validity.

The innovation and evolution of policies have, to a certain extent, altered the impact of human activities on the environment. Ecological policies have more prominent guiding and influencing effects on environmentally fragile regions. Only by fully grasping the dynamic change process of ecological policies and understanding their evolution rules can we formulate ecological policies that contribute to environmental improvement. Therefore, this study adopts the perspective of ecological policy evolution, uses content analysis to investigate the evolution rules of ecological policies related to the Qilian Mountains issued since 1979, aiming to provide scientific support for the formulation of ecological policies for the Qilian Mountains.
