Systematized technical bases of formation and use of scientific electronic periodicals of
Ukraine, based on convergence of scientific and publishing, library and informational, as
well as bibliometric technologies, were developed. The generalization of empirical and
ranked regularities in library science, linguistics and study of science for their mathematical
description as one Act was carried out. The expedience of combining qualitative and
quantitative methods of outcomes evaluation of scholars and research organizations activity
through conducting of expert analysis of materials, obtained in the course of formalized
bibliometric research was grounded. Delimitation of areas of rational use of international
bibliometric systems for current monitoring accomplishment of the national science and
implementation of complex scientific researches was carried out.
The edition is oriented at scholars and practicians in the field of scientific
communications, ICT, students and the general public who take an interest in this issue.
