Idaho's Statewide Systems Map

The Idaho Transportation Department's (ITD) Statewide Functional Classification map is produced on a 10-year cycle; however, proposed changes to be submitted in the interim on a case-by-case basis. Federal laws and regulations assign states the primary responsibility for developing, updating and adopting such a map to define the functionality of existing roads and streets. Functional Classification is the process by which "streets and highways are grouped into classes, or systems, according to the character of service they are intended to provide". In accordance with 23 CFR 470, ITD has the primary responsibility for developing and updating Idaho's Statewide Functional Classification map and must collaborate with local officials, metropolitan planning organizations and appropriate federal agencies; however, Federal Highway Association (FHWA) has final decision authority.
