Reasons
for the creation of the dataset
This game of
data is the result of a Crowdsourcing exercise carried out by FuturoCité from 10 to
31 October 2022, in the form of a challenge (“PMR Locations - If you take my
place, take my handicap”) thanks to the Databusters tool developed by FuturoCité.
Databusters
is a service in the form of a web app that invites Walloon citizens to
collect data in the context of challenges opened by actors
public or by FuturoCité. In the form of crowdsourcing, data collection
allowed by the Databusters service allows Walloon administrations and
public actors to collect data for public interest purposes. The

The
challenge “PRM places - If you take my place, take my disability” was
organised by FuturoCité from 10 to 31 October 2022, throughout the
Wallonia.
The game of
data was originally created in order to

PMR locations are not referenced in Open Data in Wallonia,
whereas this is a matter of overriding public interest.
This game of
data is therefore a complement to the datasets that already exist on
referencing PRM locations in Wallonia. The current dataset
is therefore not exhaustive as regards the Walloon territory, even if it is
likely to be regularly updated, on the one hand because it is
it is still possible to collect this data via Databusters at present,
on the other hand, in the context of future challenges aimed at identifying
PRM locations in Wallonia.

! Consider this dataset as representative of all PMR locations
in Wallonia would be misleading. As a producer, FuturoCité offers this game
data as a complement to datasets on the same product theme
by the various Walloon towns, municipalities and inter-municipal authorities.

production of this dataset is carried out with the support of Wallonia and Digital
Wallonia.

Composition
the Dataset
The
data in this game contain the location of locations for people to
Reduced mobility (address and geolocation), the number of places available
by location and their photos (in the form of URLs to the
server of FuturoCité).
This game of
data follows the standard Walloon scheme “PMR locations” defined by the Group
Walloon local Open Data working group described here: http://www.futurocite.be/schema-des-emplacements-pmr/
.
A field
‘picture’ has, however, been added in order to contain the photos of the locations.
The advantage
of this standard is that it is based on fields which are themselves standardised (code
INS, streetnumber, ...) at country level.
This game of
data is partial (non-exhaustive).
He was
redacted data concerning municipalities that are already opening their data (these
data were sent to them for consolidation), such as the city of
Namur.

本数据集收录了瓦隆大区（Wallonia）内面向行动不便人士（PRM，Person with Reduced Mobility）的各类停车位资源。

### 数据集创建缘由
本数据集源自2022年10月10日至31日由FuturoCité发起的众包挑战活动“PMR车位——若你占用我的车位，便是剥夺我的出行便利”，活动依托FuturoCité开发的Databusters工具开展。Databusters是一款网页应用服务，邀请瓦隆大区公民参与由公共机构或FuturoCité发起的挑战式数据收集工作。通过该服务开展的众包数据采集，可帮助瓦隆大区行政部门与公共机构为公共利益目标收集相关数据。在Databusters平台发起挑战的主办方需签署协议，确保数据在odwb.be平台开放共享。
本次“PRM车位——若你占用我的车位，便是剥夺我的出行便利”挑战于2022年10月10日至31日在整个瓦隆大区内举办。本数据集最初旨在为“瓦隆在手（Wallonia en Poche）”应用收录尽可能多的行动不便者停车位资源，以地图可视化形式呈现。“瓦隆在手”是一款聚合各类实用资讯与服务的应用，面向全体瓦隆居民，其核心内容主要基于开放数据打造，旨在扩充瓦隆大区内的行动不便者停车位收录量并实现信息公开。
事实上，除少数市镇（那慕尔、列日、拉卢维耶尔、蒙斯）外，瓦隆大区的开放数据平台尚未收录行动不便者停车位相关信息，而这一议题具备极高的公共利益价值。因此本数据集作为瓦隆大区现有行动不便者停车位收录数据集的补充。尽管本数据集有望通过两种途径定期更新：一是目前仍可通过Databusters平台持续收集数据；二是未来将开展针对瓦隆大区行动不便者停车位的专项挑战活动，但本数据集目前仍未覆盖瓦隆全境所有区域，并非完整全集。

### 数据集应用场景
本数据集可应用于多种场景：
1. 与瓦隆大区其他行动不便者停车位数据集结合使用，例如用于绘制瓦隆大区全域自行车停放点地图；
2. 在部分城市、城镇或区域内，精细化绘制受限型行动不便者停车位分布；
3. 补充来自不同公共机构、协会或行政部门的现有数据集。

### 重要提示
请注意，若将本数据集视为瓦隆大区所有行动不便者停车位的完整代表，将产生误导。作为数据出品方，FuturoCité将本数据集作为瓦隆各城镇、市镇及跨市镇机构发布的同类主题开放数据集的补充内容。本数据集的制作得到了瓦隆大区与数字瓦隆（Digital Wallonia）的支持。

### 数据集构成
本数据集包含行动不便者停车位的相关信息：包括车位位置（地址与地理坐标）、每个点位的可容纳车位数量，以及车位照片（以FuturoCité服务器的图片URL形式存储）。
本数据集遵循瓦隆大区本地开放数据工作组制定的“PMR车位”标准规范，详情参见：http://www.futurocite.be/schema-des-emplacements-pmr/。为存储车位照片，本次数据集额外新增了“picture”字段。该标准的优势在于其采用了国家层面统一规范的字段（如INS代码、街道编号等）。
本数据集并非完整全集，仅收录了已开放相关数据的市镇的信息（相关数据已提交至对应市镇进行整合），例如那慕尔市。
