Plans for the prevention of natural hazards were established by the Act of 2 February 1995 on strengthening the protection of the environment. They are the key instrument of the State in the field of risk prevention. Their objective is to monitor the development of urban planning and land use in areas at risk.
For natural PPRs, the Environmental Code defines two categories of zones (L562-1): risk-exposed areas and areas that are not directly exposed to risks but where measures can be foreseen to avoid exacerbating the risk.
Depending on the hazard level, each area is subject to an enforceable settlement. The regulations generally distinguish three types of zones:
1- ‘Building prohibited areas’, known as ‘red areas’, where the hazard level is high and the general rule is the prohibition on construction;
2- ‘prescribed areas’, known as ‘blue zones’, where the hazard level is average and the projects are subject to requirements adapted to the type of issue;
3- areas not directly exposed to risks but where constructions, works, developments or farms, agricultural, forestry, craft, commercial or industrial could aggravate risks or cause new ones, subject to prohibitions or requirements (cf. Article L562-1 of the Environmental Code). The latter category applies only to natural RPPs.

This PPRI concerns the catchment areas of Fango and Marsolinu, in the communes of Galéria and Manso.

自然灾害防治规划由1995年2月2日《加强环境保护法案》（Act of 2 February 1995 on strengthening the protection of the environment）确立，此类规划是国家在风险防范领域的核心治理工具，其宗旨为对风险区域内的城市规划编制与土地利用开发活动进行动态监测。
针对自然灾害风险预防规划（natural PPRs），《环境法典》（Environmental Code）在第L562-1条中划定了两类区域：风险暴露区域，以及虽未直接面临风险但可采取相关措施以避免风险加剧的区域。
根据灾害风险等级的不同，每类区域均需遵循可强制执行的管控细则。相关监管规范通常将区域划分为三类：
1. 建筑禁建区（又称"红色区域"）：该区域灾害风险等级较高，原则上禁止一切建筑活动；
2. 限制建设区（又称"蓝色区域"）：该区域灾害风险等级为中等，区内建设项目需遵循适配具体风险类型的管控要求；
3. 非直接风险暴露区域：此类区域虽未直接面临灾害风险，但区内的建筑工程、开发活动以及农业、林业、手工业、商业或工业经营场所可能加剧既有风险或引发新风险，因此需遵循相关禁令或管控要求（详见《环境法典》第L562-1条）。上述第三类区域仅适用于自然灾害相关风险预防规划（natural RPPs）。
本次风险预防规划项目（PPRI）涉及加利里亚（Galéria）与曼索（Manso）两市镇范围内的凡戈（Fango）与马尔索利努（Marsolinu）流域汇水区。
