RockWorx Acquisition Ontology (base + transform + legislative-horizon + SysML v2 link)

A BFO 2020 / CCO 2.1-conformant ontology of the U.S. Department of Defense acquisition lifecycle (DoDI 5000.85 Major Capability Acquisition), its 2025 Warfighting Acquisition System / Joint Force Requirements Process reform, a legislative-horizon layer that models pending defense-acquisition bills as non-asserted candidate changes, and a standards-based link that resolves SysML v2 system models into the acquisition-process semantics. Published in four modules with reproducible demonstrators; the credibility linchpin of the horizon layer -- prospective != asserted -- is machine-proven by an OWL reasoner.
