The Accounting Branch of the Victorian Railways (VA 2876) created this series. It consists of accounting instructions to accounting officers, particularly those officers in district areas outside of metropolitan Melbourne. Instructions related to all responsibilities demanded by the Accounting Branch to meet reporting requirements. These included instructions relating to, for example, payroll, income tax, banking, recordkeeping, capital expenditure, stocktaking and general accounting practice.
