According to BTS, the data "supports and informs highway planning, policy making, and decision making at the national, state, and local levels." This Highway Performance Monitoring System (HPMS) layer was compiled by combining 52 datasets including the 50 U.S. States, Puerto Rico and the District of Columbia.
