Purchases of real activities by the municipality in total, from regions, as a share of the cost of own commitments for real activities (%). Purchase of business is payment for a public task (core business) that has been handed over to someone else to perform. Cost of own commitment is gross cost minus internal revenues and sales to other municipalities and regions. Municipal business activities and joint operations (including premises) have been excluded from the concept of actual activities.本数据集的统计指标为地方政府从各区域采购实体业务活动（real activities）的总支出，占其自身实体业务活动承诺成本的百分比（%）。业务外包采购（Purchase of business）指将公共任务（核心业务）委托给第三方执行时所支付的款项。自身承诺成本为总成本减去内部收入及向其他地方政府和区域的销售所得。本统计的实体业务活动范畴未纳入地方政府自营业务及联合运营项目（含经营场所相关支出）。
