Typed, dated and source-linked civic-relation observations around military bases in Okinawa. The dataset contains 121 active registry entries, 394 nodes (196 person nodes, including 181 unresolved actor-scoped identities), 263 reviewed relation rows and 130 separately stored candidate rows across six relation families, 102 focal-layer state cells and 70 outcome attributes. A separate recipient-year module contains two donation observations, two annual accounting lines and three derived comparisons. The evidence addendum supplies portable date-filter diagnostics, ten installation-governance record traces and three person-identity scenario reaggregations. These are bounded public-record observations, not a census or a measure of political influence. Candidate and unresolved statuses remain explicit. Personal names are retained as published in cited public records, without anonymization. CC BY 4.0 applies to the data and project-authored documentation; software files are excluded and carry no new software licence grant.
