Provided is a thermally conductive sheet， etc.， that is both flexible and lightweight while retaining high thermal conductivity. A method for manufacturing the thermally conductive sheet 100 comprises a step for preparing a laminate 10 in which wet-laid graphite heat-dissipating sheet layers 1 and flexible adhesive layers 2 are layered in alternation， and a step for cutting the laminate 10 to a prescribed thickness in the layering direction. The thermally conductive sheet 100 obtained in the cutting step has a thermal conductivity of 4 W/m·K or greater in a direction intersecting the layering direction of the graphite heat-dissipating sheet layers 1 and the laminate 10， and a density of 0.2 g/cm 3 to 1.0 g/cm3.
