Hydrological, Operational, Financial, Meteorological, and CROPWAT Data for the Aşağı Kuzfındık Irrigation Scheme, Türkiye, 2012–2025

This repository contains two complementary data files supporting the manuscript “From Area-Based to Prepaid Volumetric Water Charging under Declining Reservoir Availability: Evidence from the Aşağı Kuzfındık Irrigation Scheme, Türkiye.” Part A presents annual scheme-level hydrological, operational, cropping, and financial records for 2012–2025. It includes the command and physically irrigated areas, irrigation-season dates, crop-specific irrigated areas, reservoir storage, seasonal and annual inflows, gross irrigation water requirement, metered water delivery at the network inlet, charging regime, assessed irrigation charges, collected revenue, and management, operation, and maintenance expenditure. Monetary data are reported in nominal Turkish lira and as 2025 constant-price USD equivalents. Part B presents annual meteorological summaries and the crop parameters used in CROPWAT 8.0. It includes temperature, relative humidity, wind speed, sunshine duration, solar radiation, reference evapotranspiration, precipitation, effective precipitation, crop calendars, growth-stage lengths, crop coefficients, rooting depths, allowable soil-water depletion fractions, crop heights, and yield-response factors. The annual scheme records were compiled from institutional records supplied by the General Directorate of State Hydraulic Works and the İnönü Kuzfındık Water User Association. Meteorological observations were supplied by the Turkish State Meteorological Service for Eskişehir Regional Station No. 17126. Crop parameters were obtained from the TAGEM-SuET database and used with CROPWAT 8.0. Consumer price index and exchange-rate data were obtained from the Electronic Data Delivery System of the Central Bank of the Republic of Türkiye. The original institutional reports, official correspondence, and source files are not redistributed. The repository contains processed and documented tables prepared to support the associated manuscript. Users should cite this Zenodo record when reusing the dataset or its documentation.
