1.依据用途：根据《拖欠农民工工资失信联合惩戒名单管理暂行办法》（人社部令第45号）规定，人社部门依法向社会公布拖欠农民工工资失信联合惩戒对象名单。人社行政部门应当将克扣、拖欠农民工工资达到拒不支付劳动报酬数额或因欠薪引发群体性、极端事件造成不良影响的，经责令限期支付，逾期未支付的用人单位及相关当事人列入失信联合惩戒名单（最长期限为三年），并在本部门门户网站和其他指定的网站公开。在政府资金支持、政府采购、融资贷款、市场准入、税收优惠、评优评先、交通出行等方面依法依规予以限制。2.数据内容（15项）：失信联合惩戒名单的当事人、当事人身份证、列入名单事由、列入日期、退出日期、认定部门、文书号、惩戒层级、提前移出等。

Basis and Purpose: Pursuant to the *Interim Measures for the Administration of the List of Dishonest Joint Punishment Objects for Defaulting on Migrant Workers' Wages* (Order No. 45 of the Ministry of Human Resources and Social Security (MOHSS)), human resources and social security departments shall publicly release the list of dishonest joint punishment objects for defaulting on migrant workers' wages in accordance with the law. Human resources and social security administrative departments shall include employers and relevant parties that have withheld or defaulted on migrant workers' wages to an extent meeting the criteria for the offense of refusing to pay labor remuneration, or that have caused mass or extreme incidents due to wage arrears resulting in adverse impacts, into the list of dishonest joint punishment (with a maximum term of three years) after they are ordered to make payment within a specified time limit but fail to do so by the deadline, and publish the list on their official departmental websites and other designated websites. Restrictions shall be imposed on such entities and individuals in accordance with laws and regulations in aspects including government funding support, government procurement, financing loans, market access, tax incentives, evaluation and commendation, transportation services, and others. 2. Data Content (15 items): Parties included in the dishonest joint punishment list, ID numbers of the parties, reasons for being listed, date of listing, date of removal, identifying authority, official document number, level of disciplinary measures, eligibility for early removal, and other related contents.
