Act No. 95-101 of 2 February 1995, known as the Barnier Law, introduced into the Urbanism Code the prohibition of building in a 100-metre band on either side of the highways, express roads and diversions within the meaning of the Highway Code and seventy-five metres on either side of the axis of other roads classified as high traffic.1995年2月2日第95-101号法案，即俗称巴尼耶法（Barnier Law），在《城市规划法典》（Urbanism Code）中增设建筑禁令：禁止在《道路法典》（Highway Code）所定义的高速公路、快速路及分流绕行道路两侧各100米的带状区域内开展建筑活动，同时禁止在其他被归类为高流量通行的道路中轴线两侧各75米的带状区域内进行建筑活动。
