On the basis of the order of the Kharkiv Mayor of 21.10.2021 "On Approval of the Regulations on Data Sets of the Kharkiv City Council", the publication of the open data sets of the information manager on the Kharkiv Open Data Portal was organized, which, according to the Harvesting procedure, are automatically placed on the Unified State Open Data Portal in the office of the manager of "Kharkiv City Council".根据哈尔科夫市市长2021年10月21日发布的《关于批准〈哈尔科夫市议会数据集管理规定〉的命令》，已依规组织信息管理者在哈尔科夫开放数据门户网站发布其开放数据集；依据数据汇交（Harvesting）流程，上述数据集将自动同步至统一国家开放数据门户网站中哈尔科夫市议会管理者的专属账号空间内。
