This data set contains the active to passive power spectral density ratio when WHISPER is in sounding mode on Cluster 1. There are 512 values, one for each frequency, indicating the ratio (Active received power) / (Passive received power), coded as follows : 0 indicates Active/Passive <= 2 1 indicates 2 < Active/Passive <= 4 2 indicates 4 < Active/Passive <= 16 3 indicates 16 < Active/Passive
