The Detection Anomaly** Electromagnetic signatures characteristic of Earth's ocean systems have been detected at distances where natural propagation models predict they should not be observable. This represents a measurement anomaly requiring explanation beyond conventional understanding of how terrestrial electromagnetic emissions disperse through space. Separately, photographic surveys conducted between 1949 and 1957 documented over 107,000 transient reflective objects in Earth orbit. These observations predate human spaceflight capabilities by up to eight years. The objects exhibit statistical patterns inconsistent with photographic artifacts, including significant shadow avoidance at geosynchronous altitudes. This paper proposes a connection between these observations. The transient objects may constitute infrastructure that interfaces electromagnetically with Earth's water systems, producing the anomalous signal correlations through amplification and coherent rebroadcast mechanisms. We present this as a testable framework focused on near-Earth space phenomena, distinct from cosmological interpretations of background radiation that would require addressing redshift, isotropy, and other large-scale universe observations beyond the scope of this analysis.
