This report seeks to review our findings over two years in which we implemented the Project RED HAT: Reading is Everybody’s Duty, Holistic Approaches and Techniques reading program between 2018 and 2020. It is seldom that school districts evaluate how a newly adopted program may work to impact student outcomes. Therefore, school leaders, teachers and parents lack feedback on the efficacy of intervention programs. A complete and thorough data analysis was conducted on the efficacy of the Project RED HAT. Reading program utilized by approximately 39,000 elementary students in 10 different districts. We begin by describing the district-wide adoption and implementation of a single reading intervention and we then describe how we evaluated this new program using assessment data that were already being collected at the district and division levels.
