Data and Sources for Developmental Orchestration in Beijing's AI Pilot Zone

Companion dataset to the manuscript "Developmental Orchestration in Beijing's AI Pilot Zone: Industrial Policy and Input Coordination at the Technological Frontier," submitted to Research Policy. This workbook compiles every quantitative claim in the manuscript drawn from a public, citable source, firm financial disclosures, government policy documents, and news reporting, across eight sheets: firm-level R&D and revenue data for Zhipu AI and MiniMax (with live formulas for R&D-to-revenue ratios), capital financing rounds for Zhipu AI, Moonshot AI, MiniMax, and SenseTime, government policy instruments across Beijing, Hangzhou, and Shanghai, city- and national-level ecosystem indicators, university-industry institutional linkages, the four-city comparison underlying the manuscript's Supplementary Table S1, and a full source list in the manuscript's own citation format. Each row states its value, its source, and the exact manuscript section where it is used, so the dataset can be checked directly against the published text. It does not include the interviews conducted with leadership at Z.ai, Moonshot AI, and 01.AI, which were collected under conditions of confidentiality and are described only in the manuscript's Acknowledgments.
