We introduce a new laser platform based on SpatioTemporal Programmable Topological Plasma Metasurfaces (STPT-PMs), giving a unique combination of self-adaptive control, topologically protected beam steering, and frequency agility. The device incorporates a time- and spacemodulated dielectric metasurface embedded in an argonfilled microplasma cell, allowing dynamic light manipulation via voltage-controlled plasma modulation and topological domain-wall navigation. Fabricated utilizing cost-effective methods—including photolithographic patterning, waferbonded microplasma assembly, and Ni/ITO electrode integration—the platform displays robust performance with ±50° beam steering, MHz-scale frequency tunability, and significant tolerance to structural disorder. Statistical study demonstrates strong beam integrity even with 10% device degradation. This study establishes the framework for tiny, intelligent laser systems appropriate for adaptive LIDAR, reconfigurable beamforming, quantum communication, and integrated photonics.
