Supplementary Materials for: ICANN Contractual Compliance Enforcement, 2008 to 2026: A Census of Formal Notices

Data and pipeline for the paper "ICANN Contractual Compliance Enforcement, 2008 to 2026: A Census of Formal Notices". The package contains the two ICANN notice pages as retrieved on 21 September 2026 (511 notices, 486 to registrars), ICANN's monthly Contractual Compliance dashboard reports from June 2014, the market data and grouping rule of the registrar market package (DOI 10.5281/zenodo.21430865, version 1.1, with its list of technical IDs), three manually curated tables with sources (IANA ID assignments, URL corrections, the mapping of 192 provision and version combinations to ten obligation categories or an exclusion class for remedies, definitions, and procedure), eight Python scripts and a runner. One command reproduces all result tables. The 530 ICANN letters are not redistributed; the pipeline retrieves them from icann.org at runtime and records address, retrieval time, and SHA-256 per document. CHECKSUMS.sha256 and REPRODUCTION.log document a run from a fresh clone with an empty cache. Results: 486 notices to 255 registrar IDs (324 breach, 27 suspension, 120 termination, 15 non-renewal); 1,683 provision references in 324 breach letters, all mapped; 180 breach notices listed as cured, 90 escalated to termination, median 34 days between the two notices; of 45 registrar entities with breach notices in 2023 to 2026, none in the top 1% of a market population of 668 entities.
