All-Ukrainian Survey "The European Research Area as a Perspective for the Development of Ukrainian Science"

The data presented are the results of the nationwide survey “The European Research Area as a Perspective for the Development of Ukrainian Science,” covering the year 2025 and focusing on the assessment of the state of science, the integration of Ukrainian researchers into European research initiatives, and the challenges related to war and crisis-related changes. The survey included 753 respondents – researchers and academic staff from higher education institutions, research institutes, and academies of sciences in Ukraine. The survey is structured into three sections. The first – socio-demographic – captures respondents’ gender, age, region, type of institution, relocation due to the war, level of higher education, academic title, and field of activity. The second – content-related – addresses awareness of the European Research Area (ERA), evaluation of its objectives, participation in ERA initiatives and programs (Horizon Europe, Marie Skłodowska-Curie, Jean Monnet, OPEN4UA), challenges and benefits of participation, as well as awareness of the second ERA Policy Agenda 2025–2027, including strategic priorities and measures such as open science, researcher mobility, green and digital transitions, research security, integrity, and innovation. The third – recommendation – section provides proposals to enhance the effectiveness of ERA implementation in Ukraine and to create a more inclusive research environment for Ukrainian researchers. The data provide a foundation for analyzing Ukraine’s scientific potential under wartime conditions, identifying barriers and opportunities for integration into European research networks, and informing policy development aimed at advancing science, researcher mobility, interdisciplinary collaboration, and innovation. They are valuable for researchers, policymakers, research managers, and international organizations working in the fields of science, education, and innovation.
