Roads classified with large traffic (RGC) - Department of Calvados

Decree 2010-578 of 31 May 2010 amending Decree 2009-615 of 3 June 2009 fixes the roads classified as high traffic (RGC) in the department of Calvados. "High-traffic roads, irrespective of their State affiliation, are roads which make it possible to ensure the continuity of the main routes and, in particular, the unloading of traffic, the movement of exceptional transport, convoys and military transport and the economic service of the territory, and justify, as such, special rules on traffic policing. The list of high-traffic roads is fixed by decree, after consulting the local authorities and the groups that own the roads" (Article L. 110-3 of the Highway Code). Also, highways with large circulation (RGC) are the national roads defined in Article L. 123 -1 of the Highway Code, the roads whose list is annexed to the aforementioned decree, the ramps connecting between them either two sections of highways with large circulation, or a section of highway with large circulation and a motorway. **Collection context** Since 2002, the Department of Calvados has been managing a geographic information system - GIS - with a road component. All information relating to the management of the departmental public road domain is provided through the Department's Road Geographic Information System (SIGR). The road graph is digitized from departmental orthophotos. The latest updates to the road graph were made from the 2020 IGN orthophoto. **Collection method** The Geographic Information Hub of the Department of Calvados has updated the routes of roads classified as high-traffic in the Road Geographic Information System (SIGR), pursuant to Decree 2010-578 of 31 May 2010 amending Decree 2009-615 of 3 June 2009.2010年5月31日第2010-578号法令（修订2009年6月3日第2009-615号法令），划定了卡尔瓦多斯省境内被列为高流量道路（high traffic road，以下简称RGC）的路段。 高流量道路无论所属行政层级，均为保障干线道路贯通的道路，具体可承担交通疏导、超限运输、车队及军用运输通行，以及服务区域经济发展等功能，因此需在交通管理中适用特殊规则。高流量道路名录经征询地方主管部门及道路权属方意见后，由法令予以确定（引自《公路法典》第L.110-3条）。 此外，高流量道路（RGC）还包括《公路法典》第L.123-1条所定义的国道、本法令附件所列道路，以及连接两段高流量道路或一段高流量道路与一条高速公路的匝道。 **数据收集背景** 自2002年起，卡尔瓦多斯省已搭建包含道路图层的地理信息系统（Geographic Information System，简称GIS）。所有涉及省级公共道路域管理的信息，均通过该省道路地理信息系统（Système d'Information Géographique Routière，简称SIGR）进行管理与发布。 该道路路网数据源自省级正射影像的数字化成果。 该道路路网的最新更新基于2020年法国国家地理研究所（Institut Géographique National，简称IGN）发布的正射影像。 **数据收集方法** 卡尔瓦多斯省地理信息枢纽依据2010年5月31日第2010-578号修订法令（即修订2009年6月3日第2009-615号法令），已在道路地理信息系统（SIGR）中更新了高流量道路的相关路段信息。
