"The Mission-Aransas National Estuarine Research Reserve (NERR) proposes to collaborate with local partners to construct the Bay Education Center that will be located near Rockport Beach in downtown Rockport, Texas. The proposed facility is a joint effort between the City of Rockport, Aransas County Navigation District (ACND), and the Mission-Aransas NERR. The Mission-Aransas NERR is managed by the University of Texas Marine Science Institute (MSI) located in Port Aransas, Texas. This Environmental Assessment (EA) document has been prepared in conformance with requirements for implementing the National Environmental Policy Act (NEPA) and National Oceanographic and Atmospheric Administration (NOAA) Administrative Order 216-6. This EA follows the Environmental Review Procedures for implementing NEPA, and analyzes the potential for significant environmental impacts to the human environment by both the proposed action and the alternative of taking no action"--Page 1.
