APPROACHES TO CIVIL SERVICE PERSONNEL TRAINING

This article examines the theoretical and methodological foundations as well as the practical approaches to training personnel for the civil service. It highlights the importance of preparing competitive, highly qualified personnel possessing modern public management competencies for the civil service system. Furthermore, based on the best international practices and national experience, the article provides a comparative analysis of institutional, competency-based, and continuing professional development approaches to civil service personnel training. It also proposes scientific recommendations and practical measures aimed at improving the effectiveness of the civil service personnel training system. The findings of the study contribute to the improvement of human resource policy in the civil service, and the development of a professional corps of civil servants.
