MTIL C1 reproduction bundle (checkpoint + scaler + one episode)

Self-contained bundle to reproduce the C1 correctness finding of the paper "When the Scan and Step Paths Diverge: A Reproducibility and Correctness Audit of a Full-History Mamba VLA (MTIL)": weights-only transfer_cube checkpoint, per-joint scaler, one demonstration episode (HDF5) and its cached DINOv2 features, and the pristine published policy module.
