Cultural Resources Survey of the Morgan Tract

"Investigators identified 14 sites (38JA410–38JA423) and 11 isolated finds (Isolates 1–11) during the survey of the Morgan Tract. We recommend sites 38JA410–38JA415, 38JA417, and 38JA420–38JA423 and Isolates 1–11 not eligible for the NRHP. No further management consideration of sites 38JA410–38JA415, 38JA417, and 38JA420–38JA423 and the isolated finds is warranted. Although we recommend the site containing a cemetery (38JA421) not eligible for the NRHP, ground disturbance in and near the cemetery, to include a reasonable buffer around the cemetery boundary, should be avoided. We recommend that land managers set aside a 7.5-meter buffer around the boundary of the cemetery to better ensure its protection. Cemeteries are protected from disturbance and desecration under South Carolina state law (South Carolina Code of Laws 16-17-590 and 16-17-600). We recommend sites 38JA416, 38JA418, and 38JA419 potentially eligible for the NRHP. If sites 38JA416, 38JA418, and 38JA419 cannot be preserved in place, we recommend that evaluative testing be conducted to determine definitively the NRHP eligibility of each site."
