The dataset was collected in July 2025 from 449 respondents, comprising SME owners and managers in Malang Regency. Data were gathered via an online questionnaire administered via Google Forms to capture respondent profiles and measure perceptions using a five-point Likert scale. Perceptions were assessed using four items for Digital Readiness, five items for Digital Capability, three items for Dynamic Capability, and four items for Government Intervention
