Inspired-compliant development plan of the city of Freiburg im Breisgau. Development Plan 2-081 entered into force on 3 July 2009. A development plan contains the legally binding fixings for the urban planning order and is the central element of building management planning. The building community regulates where, what and how to build. In principle, the development plan must be developed from the land use plan. The data is available in the INSPIRE-PLU data model and is available via OGC:WMS and predefined ATOM.
