Debt counselling

According to the "Regulation on the implementation of assistance to overcome particular social difficulties", persons in particular social difficulties live when particular living conditions are associated with social difficulties in such a way that overcoming the particular living conditions also requires overcoming the social difficulties. Subsequent assistance shall be provided to persons in so far as it is only by means of assistance under this Regulation that the threat of re-entry of particular social difficulties can be averted.

根据《特定社会困难救助实施条例》，特定社会困难群体的界定标准为：当特定生活境况与社会困难形成关联，且摆脱该特定生活境况同时亦需化解对应的社会困难时，相关人员即属于此类群体。仅在唯有借助本条例规定的救助手段，方能规避再度陷入特定社会困难的风险时，方可向该类人员提供后续救助。
