In law, civil servants who report cases of corruption are protected from recrimination or other negative consequences.
A YES score is earned where all the following conditions are met:
1) there is a law specifically created to protect public sector whistle-blowers, and
2) the law forbids termination, transfer, harassment or other negative consequences against whistle-blowers. Note: General protections for civil servants do not grant a YES.

A NO score is earned if no such law exists.
