The Commonwealth and States Financial Agreement Act 1927 and subsequent amendments provided regulations for reduction of public debt in Victoria and other States within the Commonwealth of Australia, as well as provisions for the establishment of further loans and investments. The Act also established that the public monies of each State could be invested in foreign stocks at the discretion of its Treasurer to raise further revenue, though such investments must be consolidated within the Net Public Debt of that State.This record consists of a ledger of foreign investments, notably in London, New York, Canada and The Netherlands.
