JHS 172 Development of ICT services: Exploratory study

This Recommendation describes the process of implementing the preliminary study method in public administration in stages and the operating instructions related to the phases. This recommendation is part of the ICT services development series. As a step, the recommendation takes place after the identification of the development targets. The purpose of the preliminary study is to produce information for those who decide on the development of operating models or information systems and to determine the starting points for possible acquisition of the information system.
