In order to prevent economic, social and environmental damage, particularly dangerous pests, which may be plant diseases or pests, are regulated. These pests are classified into two different main categories: quarantine pests and regulated non-quarantine pests. Quarantine pests are pests that can have a great impact. They are not present in Switzerland or only locally. All these organisations are subject to a general obligation of announcement and struggle. Regulated non-quarantine organisms are widespread in Switzerland and are mainly transmitted through specific plants intended for planting. These bodies are controlled by the Federal Phytosanitary Service using the plant passport, by the cantonal services and by contact persons for diagnosis.
