上海市低效产业用地再开发政策工具箱（2.0版）

为推进本市产业用地高质量利用，提高土地要素配置效率，加快培育发展新质生产力，强化对低效产业用地再开发的政策支撑，在坚持集约利用、效率优先、分类处置和依法管理的原则下，立足创新实践需求，对当前存量土地盘活政策进行系统迭代优化，研究制定《上海市低效产业用地再开发政策工具箱（2.0版）》。工具箱包括12大类、32小类，逐一明确各类政策工具的应用场景以及法规依据、适用情形、操作路径、责任部门。

To advance the high-quality utilization of industrial land in this municipality, improve the allocation efficiency of land factors, accelerate the cultivation and development of new quality productive forces, strengthen policy support for the redevelopment of underutilized industrial land, adhere to the principles of intensive utilization, efficiency priority, classified disposal, and law-based management, and based on the needs of innovative practices, systematic iterative optimization has been conducted on the current stock land revitalization policies, and the "Policy Toolbox for Redevelopment of Underutilized Industrial Land in Shanghai (Version 2.0)" has been formulated. The toolbox covers 12 major categories and 32 sub-categories, and clearly specifies the application scenarios, legal basis, applicable conditions, operation procedures, and responsible departments for each policy tool individually.
